Even back then, there were some games where one button just was not enough.
Raiders of the Lost Ark. This game required both joysticks, and both buttons. You walk around and 'action' with one stick/button, select and 'drop' inventory with another. Still took lots of coordination.
But lots of Atari 2600 games sucked big time. I started playing a bunch of them, then noticed little things like how much screen-space was wasted on plenty of them, how little challenge existed in most of them, and how utterly lame others were. I guess we got lucky... most of the games we bought were not like that. But when I started looking for games I'd never played... I started to think I was better off.
I'm told that Lucas used to go around paying huge amounts of money for each copy of the 'special' he could find, and burned them. Not sure if it's true or not, but sounds like something I'd do. Curse the internet. Now one guy with a REAL player can spoil it all.
